It has an important mission from aid to the governments, trying to find answers to common problems, coordinating the political international interns and, identifying good practices, comparing experiences of the carried out policies by the Member States, etc.

It decided in May of 2007 to invite to Chile, Estonia, Israel, Russia and Slovenia abrir conversations for its entrance in the Organization and also offered to increase the commitment for the possible entrance of Brazil, China, India, Indonesia and South Africa.
